This appears to be an old collection and the write-up in in Cyrillic. Any idea whose collection it is?

1916, blue diagonal overprint “Китай” on 1r brown, pale brown and orange, perforation 12 1/2, large part of Shanghai PO cancellation, fresh and VF and very rare, expertized by E. Vernick, the stamp is listed in the M. Kramarenko Cat. #39 IIA, C.v. $650
The normal 1r is perforated 13.5. What is the story behind this 12.5 perf.?
